TAMPA BAY, FL -- The ABC Action News Investigators have received numerous complaints about a Tampa Bay pain management doctor. Richard Hays is now working at the Kenaday Medical clinic, on North Dale Mabry in Tampa. The clinic's attorney maintains that Hays works there as an "independent contractor".
